He was born on 28 January 1969.
In 1993 has graduated from Moscow State University named after M.V. Lomonosov, in 1996 – Market Institute of Kazakh Management Academy, National School of Public Administration under the President of the Republic of Kazakhstan. In addition to Kazakh and Russian he is fluent in English and French.
In 1996 became a member of Supreme Economic Council.
In 1997 went on to hold positions at the Agency for Strategic Planning, where being part of a large group was involved in the development of the message of the President of the Republic of Kazakhstan known as the “Kazakhstan-2030 Strategy”.
In 1998 was appointed Head of social and Economic Department of the Administration of the President of the Republic of Kazakhstan.
In 1999 – 2001 served as Chairman of the Agency for Strategic Planning, in 2001 – 2002 – First Vice-Minister of Finance of the Republic of Kazakhstan.
From 2002 to 2006 served as Minister of Economy and Budget Planning of the Republic of Kazakhstan.
From 2006 to 2008 served as CEO of Kazyna Sustainable Development Fund.
From January to October 2008 served as Head of Administration of the President of the Republic of Kazakhstan.
Incumbent CEO of the Sovereign Wealth Fund “Samruk-Kazyna” JSC since October 2008.
Was elected to the Board of Directors of “Samruk-Kazyna” JSC by the Decree of the Government of the Republic of Kazakhstan, No. 962 dated October 17, 2008.
Dr. Roza Kashkenbayeva

Having been appointed the first Managing Director of then newly opened Trade Representation of Kazakhstan in the UK in 1994, Dr Kashkenbayeva is one of the pioneers of Kazakh-British economic relations. The highlights of her 15 year long contribution to the development of bilateral trade and investment relations between our countries was of historical significance for Kazakhstan and includes the following highlights:
Included Kazakhstan in International Grains Council.
Included main Kazakhstan’s companies into GAFTA agreement.
Coordinated the launch of the first regular direct commercial flight from Kazakhstan to the UK.
Supported and coordinated the first ever official visit of President of the Republic of Kazakhstan to the United Kingdom in 1994.
Organised a first official delegation from the United Kingdom to Kazakhstan, headed by Minister of Energy – Mr Eggar.
Coordinated registration of all main metals from Kazakhstan on LME.
Together with Ministry of Education, coordinated creation and implementation in United Kingdom, of a state education programme for foreign education – “BOLASHAK”.
She advised and completed a number of strategically important projects for domestic and foreign corporations, bringing wealth of expertise and knowledge, including Aktau Port Reconstruction Programme in April 1996. She has a PhD in Economic Science from Moscow State University.
